How to use PDF Packet Builder
- Import a CSV or edit records. Keep a stable unique ID for file names.
- Add your PDF templates and inspect their form fields. Map each field to a column, a constant or a {{column}} placeholder.
- Add text, checkmark or image overlays at exact positions where a template has no form field.
- Order the templates and set simple conditions for which documents each record gets.
- Run the check on every record, preview a filled packet, then generate the ZIP with one PDF per record plus manifest.json and validation.csv.

Is PDF Packet Builder really free?
Yes. It's free to use here in your browser and free to download. There's no account, trial or watermark.
Are my PDFs and data uploaded anywhere?
No. Parsing and generation run in your browser tab, in an isolated worker, and the page blocks the tool from making any network connection. Nothing is stored after you close the tab unless you save a project.
Which PDF form fields are supported?
Ordinary text fields (including multiline), checkboxes, fixed single-choice dropdowns and radio groups. Page rotations and crop boxes are preserved.
What PDFs are not supported?
PDFs with scripts or actions, XFA forms, encryption, signatures, attachments, rich media and certain fonts or image types are rejected. Export a plain, unencrypted PDF and import it again.
Can I add text to a PDF that has no form fields?
Yes. Positioned overlays place text, checkmarks or images at exact coordinates in PDF points. They add content; they don't edit the PDF's existing text.
What does the download contain?
A ZIP with one PDF per accepted record, a manifest.json and a validation.csv. Output can stay editable or be flattened.
What are the limits?
Up to 50 records, 30 columns, eight PDF templates (5 MiB, eight pages and 80 fields each) and eight images. A packet can have up to 24 pages; a batch up to 200 pages.
Does it sign or email the PDFs?
No. It has no signing or email workflow, and flattening is not encryption or tamper protection. To collect signatures, see AppKatz E-Sign.
Can I use it offline?
Yes. Click Download to save the tool as a single HTML file, then open it in a current desktop browser, with or without an internet connection.

This tool is a single HTML file that runs entirely in your browser. The page that hosts it blocks every outgoing network connection from the tool, so the files you open are processed on your device and are never sent to AppKatz or anyone else. Download it once and it keeps working offline.
